BARNET OLDER PEOPLE'S ASSEMBLY 20th OCTOBER 2011

This second 2011 Assembly had the aim of firstly consolidating the idea initiated last year and launched in April's Assembly this year. It endorsed the work of the interim volunteer committee carried out since and went on to elect the new committee. It accepted a constitution and adopted a Statement of Intent on Health and Social Care Integration and launched a petition signed by the members in attendance calling for changes to the Health and Social Care Bill. Over 120 people attended.

Stan Davison, who holds the office of Older People's Assembly Chairman, gave the report on behalf of the Committee. He told the delagates that moving the concept of Assemblies into reality has not been easy. The problems of cuts, re-organisation and fundamental reforms, did not provide a fertile background for a partnership working that seeks to make improvements in older people's lives, he said. Nevertheless that is the reality of things and making the best of a bad situation, even though opposing certain fundamental changes being made, has to be done. It is not a contradiction. This he said, was the rationale behind the choice of Health and Social Care Integration. After all, the need to create truly joined up services, with efficient communication and liaison between the two arms of health and social care, stood on its merits regardless of any dogmas that lay behind the basic changes in the provider organisations. Cllr. Helena Hart has firmly assured us that she sees the issue of efficient integration as a paramount objective. Our Assembly therefore offers a partnership arrangement to help it to happen.

Eryll Davies, who leads much of the work for the Council spoke of her role and how her department are addressing the issues. She spoke of experience over 25 years in working with adults of 18 to 55, with people with alchohol problems, others who have been abused, and mental health unit, and came across as a very sympathetic person. In response to our paper she spoke with honesty when she said she had doubts about doing it the way it was set out. However, money has been given by the NHS to assist specifically with integration policies. She thought it was an interesting paper which she would take back with her to consider.

Midway through the Assembly we had a brief address from the Mayor, Cllr. Lisa Rutter, who thought that integrating services was a wonderful idea and, having an organised approach to it, augers well.

Our guest speaker, Professor Jane Miller, spoke about the book she had written, "This Crazy Age" and gave it in a light hearted way, some amusing views about being old and of her personal experiences at the hands of the medicos. Most of the audience could easily relate to the messages she was making, even if light-heartedly made. For instance, "I woke this mornig with an ominus pain on the right hand side of my chest. There ARE some good things about new sharp pains, they tend to blot out the older more persistent ones". One could almost hear the 'hear hear' thoughts of the audience to that one.

There will be a fuller written report available shortly on request. Space does not allow for more in this report. But in summary, apart from a hiccup due to a failure to have the nominated Steering Group member's profiles available it was a successful event, and well received by the attendees and all concerned. Deserving thanks to all the helpers on the day and to those who worked hard in the preparations. Finally, a special thanks to Peter Cragg who chaired throughout.

Preparations are well in hand now for the Barnet Older People's Assembly being held in the afternoon of Thursday 20th October at Hendon Town Hall. The theme of the Assembly will be Integration of Health and Social Care in Barnet. However, our guest speaker will bring some lightness to the occasion.

He was reminding us not to write off old age. We're all headed there. we have Professor JANE MILLER who wrote the book "Crazy Age", an inspiring commentary on ageing, as our guest speaker.

The Assembly will bring to completion steps already taken in becoming a regular part of our engagement with the Council, the NHS and other service providers to get the best policies possible.

At the Older People's Assembly last October, CAMERON WARD, CHIEF EXECUTIVE OFFICER, NHS BARNET, spoke to us on the changes to come in the NHS and Health & Social Care, as then perceived. Much work, often frantic, has gone on since to move from perceptions to reality with NHS planning. Cameon Ward has been at the forefront of this process, he had expressed, after the October Assembly, a willingness to continue our dialogue. Perceptions are moving rapidly to reality, but the questions remain, plus new ones.

This meeting will create further relevance to Older People's Assemblies in Barnet, come along and be a part of it.

BARNET OLDER PEOPLE'S ASSEMBLY - INTERIM UPDATE

The Barnet Older People's Assembly held on October 14th was very successful. This is a brief summary of the event and everyone who took part will receive a copy of the written report in due course. We thank everyone who came to the launch at Hendon Town Hall and who took part in what will be 'on ongoing venture in Barnet'.

The participants overwhelmingly endorsed the proposal of an ongoing civic development in Barnet in which older people have the key role. Both speakers, Cllr. Lynn Hillan, Council Leader and Cameron Ward, Chief Executive of Barnet NHS supported it, which is an important partnership factor. Clllr. Hillan said that the Assembly will contribute to communication with the council and help keep them informed. Cameron Ward expressed the importance of having discussions with the public and said the Assembly is an ideal Forum.

Our three workshops grappled with fundamental factors in today's situation which will need to be consistently argued for. 1.) 'Fairness' in the application of 'Change' policies, 2.) Creating sound guidelines for Age Friendly communities and, 3.) Helping BARNET LINK to perform to its brief of helping the public in ensuring the best outcomes of changes in the NHS and that it keeps to the original concept of providing services free at the point of use.

We relaxed at the end of a busy day with a pleasant and entertaining sing along.

All our planning is now focussed in the next Assembly in April. By that time we will want to report that we have established an interim Committee which will determine the agendas and is able to follow up decisions and set the pattern for future Assemblies. We are seeking individuals who can play a part. You may wonder in what ways you can help and talking with one of us may assist you on this.

Dear Member/Friend,

First let me explain why this meeting is special. Later this year - October 14th, we will be holding a Older People’s Assembly, Barnet’s first. We want it to be the beginning of a more effective way of getting our voices heard in the affairs of the borough and the NHS.

We have for sometime been critical of what we consider to be the failings of the way consultation and engagement takes place, and have been urging for a better way of doing things. The idea of an Older People’s Assembly is seen as a way of kick starting improvements.

This first meeting on the 5th August, will enable us to get views from our members and thus help with our planning. We will have two speakers from Hillingdon who will share with us their experiences on holding older people’s assemblies over several years. They are:

We very much want to hear the views of our members, to help guide planning for October 14th and our future work and activities.

We felt, on the contrary, it makes it more valid and important. It could prove to be for Barnet, an exciting and most progressive civic development. We hope you will be with us on this.

NPC National March

A number of our Forum members joined with a group of Barnet sheltered home residents on the march from the Embankment at Temple to Trafalgar Square on April 10th to participate in the national demonstration jointly organised with the NPC (National Pensioner's Convention) and over 30 Trade Unions and the TUC , organised around the slogan "Defend the Welfare State". It was a natural setting for us to demonstrate against the attemps being made to get rid of on-site wardens in sheltered homes. What made it a very effective way of getting our protest message out to the public and the authorities was the interest that the BBC Panorama Team had in hearing from the Barnet campaigners. Arrangements had been made to interview us and although we had a job finding each other in the crowd the interviewing took place whilst we were actually "on the march". Very tricky! However, the technicalities were mastered and Marge Lacey, a sheltered housing representative from Hanshawe Drive, was able to describe, tellingly, how many vulnerable people's lives would be made more difficult, in some cases disastrously so, if they lost their wardens. The clip shows her being interviewed along with Stan Davison, Chairperson of Barnet 55+ Forum. The aim then of the campaign was to make the wardens issue a highlight of the election period activities. The indications then from the Council were, that having lost their case in court they would return to the issue after the election. At parliamentary level the Conservative leader has been at pains to assure the nation that compassion and listening to people has to have its part in government. Whether that view is the same for his local parties remains to be seen. The Sheltered Housing wardens is a good issue on which to exercise compassion and listening. The resident's campaigners have made it clear that they will not stop raising their voices; so if the Council starts to listen, there is hope. - SAVE OUR WARDENS!!!

Eighty five, mainly older people, signed in to listen and take part in a Special Election meeting organised by our Forum at St. Mary's Church Hall, Finchley, on Monday 22nd March. It's aim was to draw out some answers from representatives of the three main parties and the Green Party by posing to them four pre-prepared set of questions on issues concerning the NHS, Care and Support, Pensions and Engagement.

The number of questions and four speakers made it a very compressed agenda which tended to exclude the 'big' issues such as the economy, the bankers induced crisis and the wars we are engaged in, although the battle of the cuts did enter into the responses as did the issues of where other savings might be found to move to a sound economy. For example; cutting back on defence expenditure and badly conceived projects such as the NHS IT system. The view we (Barnet 55+ Forum) have is; protect existing services, plans for a national care service should go ahead, re-establish a decent state pension and better engagement with older people to produce better services and policies.

Several members of the audience challenged the conservative speaker over the Council's policy and their attempt to get rid of on-site wardens in sheltered housing units. It was clear that passions still run high on this live local issue. But that is what hustings meetings are about, or perhaps should be.

It was a good and well attended meeting and captured the interest of many members and friends. The publicity and the meeting itself helped to achieve more awareness of the issues. One thing is for certain, it challenged apathy and helped to further the necessity of debate. A lot hangs on the outcome of the forthcoming election.

PRUDENCE PENALISED - SHABBY TREATMENT OF PENSIONERS

Surely prudence should be rewarded, not punished - BUT NOT BY THIS GOVERNMENT

Have you received your letter telling you how much you can expect from your state pension this coming year? You could be in for a nasty shock! Although the increase of 2.5% promised for April in the December's pre-budget report on the state pension it does not include all the elements such a the State Earnings Related Pension (SERPS and the small earnings-related supplement called graduated pension which is paid to more than 10 million people

The freeze is estimated to save the Treasury £350 million in 2010-11.

Dot Gibson, general secretary of the National Pensioners Convention said, "Pensioners will be absolutely stunned that only part of their state pension is going to rise next year. This is unprecedented and the fact that the Chancellor never made this clear in his pre-budget statement looks underhand and shabby,"

"Over 2.5 million older people already live in poverty and millions more are struggling to meet the rising costs of living. This decision will certainly push more into financial hardship.

"We need a state pension that takes older people out of poverty - not one that pushes them further into it. It's simply unfair that the least able are being asked to shoulder the biggest burden of the recession."

GREAT NEWS. Barnet's Warden plan is thrown out by Judge. The Judge ruled that Barnet Council could not scrap its sheltered warden scheme. He found that Barnet Council had failed to follow its own equality scheme and comply with the Disability Discrimination act when consulting disabled residents and should have treated them more favourably than other persons. The council has already announced its intention to appeal the decision.

A very lively and well attended Protest March against the removal of wardens from sheltered housing took place on Saturday 9th May along Ballads Lane to a rally outside Victoria Park. Along with the other speakers, Stan Davison our chairman, stood up and said a few words as did the MP, Andrew Dismore. There is to be another protest outside the Town Hall on, I think, Tuesday 19th at 6pm. If you are interested in supporting this do ring Stan for details, I am going away tomorrow and doing this in a bit of a rush.

THE JAZZ AFTERNOON on Saturday 17th January at the Ann Owen Centre was thoroughly enjoyed by all who came along. The venue was just the right size and glasses of wine, beer and snacks accompanied the dancing to the superb music which gave everybody an appetite to enjoy all the food that followed with a cup of tea or coffee.

A very lively meeting took place at St. Mary's Church Hall with around 40 people attending to hear Neil Duncan Jordan from the National Pensioners Convention speak about Pensioners Getting a Better Deal. He gave us lots of extremely interesting information including facts and figures all of which are available on their website. MOVING ON 2 SLIDESHOW

Our MOVING ON 2 EVENT on June 23rd turned out to be an
outstanding success. Over 200 of Barnet's older people
came together with officers and councillors from council departments,
from the Primary Care Trust and from Voluntary Organisations.
They took part in the activities, enjoyed the entertainment and,
in particular, listened in and took part in the debate that was the
high point of the occasion.
